Can Singapore Create an ASEAN Blackrock?


Singapore’s sovereign wealth fund Temasek is engineering what the Financial Times calls an ‘Asian BlackRock’ – and the structural logic of that ambition runs directly through Bitcoin. The vehicle at the center of that push is Seviora, Temasek’s wholly-owned asset management arm, which currently oversees approximately $75Bn in assets across four subsidiaries.

The central tension this story puts on the table is that a Seviora modeled on BlackRock structurally increases the likelihood of a major institutional Bitcoin vehicle launching in Asia, even though Seviora has made no such announcement today.

As this story broke, Bitcoin is trading at $64,250, up 1% over the past 24 hours, with a daily trading volume of $24.3Bn ahead of today’s FOMC rate-hike meeting. The total crypto market cap is currently sitting at $2.28 trillion.

What Seviora Actually Is and Why the BlackRock Comparison Has Teeth

Seviora was established in 2020 as a holding company consolidating four Temasek-owned asset managers: Azalea Investment Management, Fullerton Fund Management, InnoVen Capital, and Seatown Holdings International. Think of it as Temasek’s attempt to build a multi-strategy platform under one brand rather than running four separate boutiques in relative anonymity.

The FT reported that a person familiar with Temasek’s strategy said the goal is explicitly to make Seviora the BlackRock of Singapore, a quote transmitted through Seoul Economic Daily’s Korean-language reporting and AI translation.

So the precise wording should be treated as a paraphrase rather than a verbatim statement. The ambition, however, is unambiguous: Temasek wants Seviora to dominate pan-Asian asset management the way BlackRock dominates globally.

In an April 2025 reorganization, Temasek split its entire operation into three entities and concentrated its asset management division – representing roughly a quarter of its total portfolio- within Seviora.

The strategy involves joint ventures with local financial firms across Asia and targeted acquisitions of independent investment managers, according to the FT as reported by Seoul Economic Daily.

BlackRock is not merely the world’s largest asset manager at $14 trillion in AUM. It is also the operator of IBIT, the iShares Bitcoin Trust, the world’s largest spot Bitcoin ETP with approximately $54Bn in assets under management and roughly 49% of the entire US spot Bitcoin ETF market.

BlackRock has since extended that franchise further with additional Bitcoin income products, demonstrating how a large institutional manager can build a full product suite around a single Bitcoin vehicle.

That breadth of products is precisely what Temasek says it wants to replicate through Seviora. If the model being copied includes IBIT’s success, the structural implication is that a Seviora operating at BlackRock’s ambition level would eventually need a digital asset product on its shelf.

The Infrastructure Being Laid Right Now

Seviora’s regional expansion is underway, having opened a Middle East office in Abu Dhabi in early 2025 through a joint venture with Mubadala and signed an MOU with Doha Bank the same year.

In October 2025, Samsung Securities partnered with Seviora to distribute global private equity strategies in Korea, a leading retail crypto market.

The significance of these partnerships is crucial as Korea, the Gulf states, and Singapore develop regulated access to digital asset products. Seviora is establishing essential cross-border collaborations and distribution channels in advance of product launches.

Singapore’s MAS Project Guardian serves as a regulatory sandbox for tokenized assets, aligning with MAS’s priorities for real-world asset tokenization.

However, Temasek, linked to Seviora, does not currently hold Bitcoin on its balance sheet and is taking a cautious approach to institutional crypto following its FTX write-down. The bullish outlook for Bitcoin relates to Seviora’s future potential rather than its current holdings.
